Teresa
Whitehead

After 31 years with the Michigan Liquor Control Commission and 39 years total state service, Teresa retired on July 28, 2016.

In August 1985, Teresa began working in a position with the Manufacturers & Wholesalers Section of the Michigan Liquor Control Commission (MLCC).

Since then, she was a licensing analyst for Manufacturers and Wholesalers (M&W) licensing applications/requests, serving as a liaison between applicant and Commission by determining statutory compliance of licensure. Teresa drafted Orders citing applicable rules, findings and provisions recommending approval or denial of licensing for Commission consideration, and attended internal meetings with Commission during the review of licensing docket providing knowledge and interpretation of Liquor Control Code, Administrative rules, and past Commission practices.

She was also acting in an advisory role with Commission staff, Enforcement investigators, applicants, local law enforcement and governmental agencies, alcoholic beverage suppliers and industry members by responding to inquiries of the Liquor Control Code and Administrative Rules, Commission policies and procedures. She developed and maintained informational material relative to non-retail licenses for the MLCC website.

Teresa received extensive knowledge gained through more than 31 years experience with the MLCC with the Manufacturers and Wholesalers licensing process, alcoholic beverage advertising, state alcoholic beverage labeling, registration of products and excise tax requirements, and federal regulations through the TTB applicable to Basic permits and alcoholic beverage labeling.
